LAO Report: California's Fiscal Outlook: The 2011-12 Budget (PDF - 1080kb) *
The LAO's forecast of California's General Fund revenues and expenditures shows that the state must address a budget problem of $25.4 billion between now and the time the Legislature enacts a 2011-12 state budget plan. Similar to their forecast of one year ago, they project annual budget problems of about $20 billion each year through 2015-16 and continue to recommend that the Legislature initiate a multiyear approach to solving California's recurring structural budget deficit.

Governor Signs Budget Trailer Bills (PDF - 15kb) *
The Governor vetoed SB 866, which would essentially establish a process for local government to securitize mandate claim receivables. The Governor did not agree that these payments should be placed ahead of payments for RANs and lease revenue payments, and he expressed concerns about the added interest costs.
While the Governor signed AB 1610, which was the education trailer bill, he vetoed two appropriations in the bill. He cut $25 million for the community college Economic Development and Workforce Development Programs, and reduced funding for community college categorical programs by $35 million.

New Democratic Steinberg/Perez Budget Plan Proposal
The Budget Conference Committee is expected to meet August 4th to adopt this package and complete its work. There are no Republican votes for this proposal and even the Governor's office has said it is DOA.

Analysis of the state's health and social services budgets by The Legislative Analyst's Office
Together these two reports provide a framework for policymakers as they make very difficult budget decisions in the areas of health and social services.
- The 2010-11 Budget: Health and Social Services Budget Primer. The LAO provides an understanding of overall H&SS expenditures, the workings of major H&SS programs, spending trends in major programs, and the major funding sources for H&SS programs.
- The 2010-11 Budget: Health and Social Services - A Restricted Environment. The LAO describes spending and program requirements in H&SS as well as key considerations for evaluating budget solutions.
Proposed Budget Cuts Come at a Time of Growing Need
A new CBP report shows an increased demand for public services even as Governor Schwarzenegger has proposed deep cuts to health and human services programs to help close the budget gap. As Californians face the toughest job market in decades, more are turning to programs such as Medi-Cal, CalWORKs, Healthy Families, and Food Stamps to help make ends meet.
