What We Do
The County Administrator is responsible for the implementation of policies and decisions of the Board of Supervisors. The County Administrator's Office is composed of six units that provide and oversee programs serving the entire County. These units include Administrative Services, Budget and Finance, Clerk of the Board of Supervisors, Diversity Programs, East Bay Economic Development Alliance, and Risk Management.
Administrative Services
The Administrative Services Unit includes Local Agency Formation Commission (or LAFCo), the Cable Television Franchising Authority for the unincorporated areas of Alameda County, and other Countywide community programs.
Budget & Finance
Budget and Finance is responsible for preparing the annual County budget, monitoring and reviewing all budgetary expenditures and revenues, reviewing budget requests, making budget and policy recommendations to the Board of Supervisors, improving the efficiency and effectiveness of County programs, and administering the County's capital projects and debt financing programs.
Clerk of the Board of Supervisors
The Clerk of the Board of Supervisors (CBS), a division of the County Administrator's Office, is the official record keeper of the actions taken by the Board of Supervisors. The CBS provides mandated services as required by State statutes or as directed by the Board of Supervisors which include, but are not limited to, the following: clerking meetings of the Board of Supervisors, Assessment Appeals Board, Assessment Hearing Officer and providing access to information regarding actions taken; codifying the Ordinance Code, County Charter and Administrative Code; receiving and filing claims, lawsuits and various petitions; processing property tax administration matters; setting other types of appeals for hearing and processing of planning matters; and maintaining a database of the Board's appointments to County Boards/Commissions.
Diversity & Inclusion
The Diversity Programs Unit (DPU) has countywide responsibility for ensuring that the County's employment policies and practices are non-discriminatory. The purpose of the DPU is to help the County to realize diversity and inclusion as an integral organizational strategy, provide a workplace free of discrimination and harassment, achieve diversity in the workforce, and respect and value cultural differences and similarities.
Economic Development
Economic Development is a non-profit partnership that was initiated by Alameda County and the cities therein to establish the East Bay (Alameda and Contra Costa Counties) as a world-recognized location to grow businesses, attract capital and create quality jobs. The organization provides business services including site location assistance, Industrial Development Bond financing and extensive resources online, as well as East Bay economic forecasts and analysis of key data and indicators that are also available via newsletters or reports. It also hosts business events and regional, public/private collaborations to improve the East Bay’s business climate, infrastructure, transportation and housing.
LAFCo
LAFCo is a state mandated local agency that oversees boundary changes to cities and special districts, the formation of new agencies including incorporation of new cities, and the consolidation of existing agencies. The broad goals of the agency are to ensure the orderly formation of local government agencies, to preserve agricultural and open space lands, and to discourage urban sprawl.
Risk Management
Risk Management provides integrated loss prevention and control services for the County's operational risks. This mission is carried out through employee training and programs in the areas of Workers' Compensation, employee wellness and occupational health services, safety and loss control, property and liability claims administration, the purchase of insurance and the management of self insurance programs, and risk assessment and consulting services to County departments. Risk Management also reviews disability retirement applications of County employees and sponsors the County's Contractor Bonding Assistance Program, designed to reduce barriers to small businesses to participating.
