Multifamily Weatherization
The County of Alameda recently received additional funds from the DOE-ARRA Weatherization Program . The County under Phase 2, is seeking property owners who wish to upgrade their multifamily properties. The guidelines are found here. (PDF - 70kb)*
- Properties must be located in the following areas; the cities of Alameda, Dublin, Fremont, Hayward, Livermore, Newark, Piedmont, Pleasanton, San Leandro, Union City and the unincorporated County. Properties in the cities of Albany, Berkeley, Emeryville and Oakland are not eligible.
- Grants of up to $6,500 per qualified unit may be awarded.
- Funding must be used towards the direct costs of weatherizing existing, multifamily, affordable housing. Up to 25% of the grant may also be used for health and safety items.
- An energy audit must be performed on the property to identify eligible uses of the funds. The audit must be done in accordance with CSD guidelines. Cost of the audit may be included in the project cost.
- Occupants of the units to be weatherized must be at or below 75% state-wide median income.
- Projects must be approved, completed and all funds spent by March 2012. Funds will be awarded/disbursed on a first-come, first-served basis. Works scopes must be approved and in conformance with CSD weatherization standards. Owners will be reimbursed for project costs after approval and inspection of the work by the County. Conformance with all local applicable codes is also required.
- Typical measures may include:
- lighting/control upgrades
- domestic hot water system upgrades/replacement
- pump, fan, and motor upgrades/replacement
- heating system upgrades/replacement
- cooling system upgrades/replacement
- insulation
- other energy efficiency measures determined as feasible by an energy audit completed consistent with CSD protocols. (PDF - 957kb)*
Potential applicants are required to attend a pre-application workshop before submitting an application. Workshops will be held on July 13, 10:00 am to 12:00pm and July 20, 1:00pm to 3:00pm at Room 160, 224 West Winton, Hayward, CA for both workshops.
