Angie has been the Program Administrator for Alameda County's Early Care and Education Program since 2000. She has over 20 years of experience advocating on behalf of quality child care and early learning experiences for all children and families. She has been recognized by both the U.S. House of Representatives and the California State Legislature for her work in early childhood policymaking. Angie holds a Bachelor's degree from Wellesley College and a Master's degree from UC Berkeley in Educational Psychology and Human Development. She lives in Berkeley, California with her husband and young children.

Ellen Dektar

Ellen is a Senior Management Analyst with the Alameda County Early Care and Education Program, focusing on public policy, interagency children's planning, and integrating child care with land use, facilities, disaster, and community development policy. Under her guidance, Alameda County has developed a National Association of Counties award winning Green Child Care Program. She spent the first half of her career working at the intersection of research, practice, policy and grant making as a child and family policy analyst and planner for The Children's Defense Fund, California Senator Gary K. Hart, the California Senate Health and Human Services Committee, and the San Francisco Mayor's Office of Children, Youth and Families. She has a B.A. from U.C. Berkeley.

LaWanda Wesley

LaWanda Wesley joined Alameda County June 2015 after spending 10 years in the field of early care and education in providing training and technical assistance to northern California early childhood programs. Additionally, she has a long-standing history as a collaborator on state and county early childhood initiatives. She now serves as Alameda County's Planning Council Coordinator and Quality Improvement Program Manager. Child Care Exchange, a national leadership organization, has recognized Dr. Wesley as one of the emerging leaders in the country. As an Oakland, California native with humble beginnings, she is dedicated to changing the lives of all children, especially those coming from communities of poverty and furthest reach from opportunity. She has a BA from CSU Chico in Child Development, an MA from CSU, Sacramento in Educational Leadership and Management, and an Ed.D in Educational Leadership and Management from Drexel University.

Brian Hickey
Quality Improvement Navigator

As the Quality Improvement Navigator, Brian orients Alameda County's California State Preschool Programs to the Quality Rating Improvement System (QRIS), shepherds them through the rating process, and provides them with professional development opportunities and technical assistance. Before joining Alameda County's Early Care and Education program, Brian was the manager of an early education workforce development nonprofit in San Francisco, and worked as a pre-kindergarten Head Start teacher in Tulsa, Oklahoma. He holds a Master of Arts in Early Childhood Education from San Francisco State University.

Rozeena Jhinnu

Rozeena Jhinnu is a Program Specialist for the Alameda County Early Care and Education program. Her primary responsibilities include providing support and technical assistance to Quality Counts participants around the Workforce Registry in addition to data collection, research, and analysis. Prior to joining the ECE Program, she worked with the WestEd E3 Institute where she worked to implement Santa Clara County's Quality Rating and Improvement System (QRIS) and provide technical assistance to early childhood education programs. Rozeena holds a BA in Political Science from UC Davis and a MA in Education Policy and Social Analysis from Columbia University.

Mike Panori has provided administrative support to the Early Care and Education staff for the last 10 years. He has a Bachelor of Arts in English Literature from Merrimack College in Massachusetts and has graduate credits from Boston University.

Sonya Mehta

Sonya taught kindergarten at a Title I school in the Fruitvale neighborhood for 5 years before joining the Alameda County Early Care and Education team as a Program Specialist, and is now working primarily to help design a ballot measure to increase ECE access, wages, and quality across Alameda County. She has her Master's in Education from UC Berkeley, and was involved as a teacher in designing career pathways and early career supports for K-12 teachers in Oakland, in partnership with other educators and advocates. She was born and raised in the Bay Area, and lives in Oakland

Camyle Allen

Camyle joined the Early Care and Education Program in 2017 as the Green Child Care Associate through Climate Corps Bay Area. She brings her environmental expertise fresh from a Masters in Environmental Law at the University of Vermont and an undergraduate degree in Environmental Science from the University of Michigan at Ann Arbor, as well as from working with low income communities and children in Detroit on energy and reforestation issues.
