Business Outreach Program Overview
The Alameda County Public Works Agency contracts with private businesses to perform many contracting services, especially:
Public Works is committed to equal opportunity and affirmative action. We encourage small, local businesses to participate in our contracting process. Oftentimes, small local businesses are unable to compete successfully for public works projects in the capacity of prime contractors and consultants. The Business Outreach Program creates a "level playing field" for all small local businesses as well as actively pursues contracting, subcontracting, and procurement opportunities for minority and women-owned business enterprises. It is not a set-aside program nor a quota system. The program is firmly committed to providing equal employment and business opportunities for all persons regardless of race, color, religion, sex, national origin, age, and non-job related disability. Bidders are required not to discriminate when soliciting for and committing to subcontractors, sub-consultants, and suppliers. Minority and women-owned business enterprises are not precluded from bidding on or proposing for public works construction contracts and consulting agreements as prime contractors or prime consultants.

Construction contracts are for County construction projects over $25,000, including:
- Road/Bridge Improvements
- Flood Control Improvements
Federally funded construction contracts valued over $100,000 have an annual subcontracting goal of 20% State-certified Disadvantaged Business Enterprises (DBE). ACPWA advertises construction contracts and bid deadlines in the Inter-City Express. Announcements are also sent to building exchanges and minority associations.
